It must be a dog whistle I am guilty of putting on a kettle and forgetting about it and so I made sure that I ordered a kettle that specifically said that it had a whistle. Not a peep have I heard from this little fellow. I tried with water at various levels and not even an attempt to whistle. I am very disappointed. And be aware that the handle is quite hot to the touch if you boil more than a cup full of water.
